Hawaii Information Consortium General Manager’s Report

June 2015 - August 2015

Executive Summary

Over the last three months the portal has been busy supporting multiple services.  We have 35 services in the design, development or testing phases.  Since June 2015, we have launched six new services or major upgrades to include the Inspection and Permitting System for the Hawaii Occupational Safety and Health Division of the Department of Labor and Industrial Relations. 

The portal has also been working closely with the new Portal Program Manager to provide introductions to active and ongoing projects and various partners. We continue to meet weekly, at a minimum, and provide detailed project information as requested.

The portal contracted with the University of Utah to perform an agency satisfaction study along the lines that the AHC discussed last year.  Phase two, phone interviews with our partners, of the study is complete.  We have included the published study in the meeting packet and online.

We are extremely excited to be working in our 15th year as Hawaii's Internet Portal Provider and look forward to continuing to work with our county and state partners for three more years with a contract renewal this year.

Outreach Activity

Reminders

The portal sends reminders, postcards and other notices on behalf of many of our partners.  These include U.S. postal mail, email, and text messaging. 

In December 2014, we launched a new notification service called MyBusiness Alerts. This service replaces and automates the manual process of sending email reminder notifications to business users when it is time to file the annual report with DCCA BREG. This service also added text message notifications and business monitoring alerts.

Meetings with Portal Program Manager, Derek Ichiyama

HIC has spent over 160 hours meeting weekly, if not daily, with the Portal Program Manager, Derek Ichiyama, to provide introductions to active projects and partners. HIC has also been working with Derek on gathering requested information to be included in the portal contract renewal justification report required by the State Procurement Office.

HIOSH Inspection and Permitting Application Launched

The Hawaii Occupational Safety and Health (HIOSH) Division of the Department of Labor and Industrial Relations launched a new, online elevator permitting system (https://hiosh.ehawaii.gov/) on August 13, 2015.  This system provides the HIOSH staff with a platform to administer new installation requests, inspections and other key functions online from their phones, tablets or computers.

DCAB Disabled Parking Permits System Launched

The Disability and Communication Access Board of the Department of Health launched a new and improved Disabled Parking Permit System (https://dcab.ehawaii.gov/parking/welcome.html) on July 20, 2015. This project reprogrammed the Parking For Persons with Disabilities Database From Filemaker Pro Database to SQL Database software, to include migrating the database to a Department of Health Virtual Server. The system provides the DCAB staff with a platform to administer the Accessible Parking program for persons with disabilities in Hawaii.  This system will save DCAB over $125,000 per year and reduce the amount of work required from the Honolulu DMV office for support.

HIC eRecording System Soft Launched

The HIC eRecording Application (https://erecording.ehawaii.gov/) allows State Partners to record documents electronically with the Bureau of Conveyances of the Department of Land and Natural Resources. Users can upload a scanned image of the document in TIF or PDF format and enter Grantor, Grantee, TMK and Island Code information to be indexed. 

DOH Safe Drinking Water Branch Event Registration Launched

The Safe Drinking Water Branch of the Department of Health launched a new event registration application that allows the DOH SDWB staff to manage registrants for their 3rd Annual Joint Government Water Conference event.

Tax Modernization Briefing

The Department of Taxation held a briefing on the Tax Modernization project progress.  HIC learned that over the next year that DOTAX may no longer be using the portal for eFiling of business and personal income tax.  This may result in significantly decreased capacity at HIC for new projects as those two applications (eFile and MEF) are a very significant funding source for the portal.

Appendix C: Web Analytics Terms

 

  • Hit - A request for a file from the web server. Available only in log analysis. The number of hits received by a website is frequently cited to assert its popularity, but this number is extremely misleading and dramatically over-estimates popularity. A single web-page typically consists of multiple (often dozens) of discreet files, each of which is counted as a hit as the page is downloaded, so the number of hits is really an arbitrary number more reflective of the complexity of individual pages on the website than the website's actual popularity. The total number of visitors or page views provides a more realistic and accurate assessment of popularity.
  • Page View - A request for a file whose type is defined as a page in log analysis. An occurrence of the script being run in page tagging. In log analysis, a single page view generates multiple hits as all the resources required to view the page (images, .js and .css files) are also requested from the web server.
  • Visit / Session - A series of requests from the same uniquely identified client with a set timeout. A visit is expected to contain multiple hits (in log analysis) and page views.
  • Visitor / Unique Visitor - The uniquely identified client generating requests on the web server (log analysis) or viewing pages (page tagging). A visitor can make multiple visits.
