Executive Summary

Welcome to new Access Hawaii Committee Members.  HIC will present an AHC orientation at the next AHC meeting.

Hawaii.gov is the First Place winner of the 2014 Center for Digital Government, Best of the Web Award (BOW) .  This was the culmination of years of work to get Hawaii's web assets from laggard to leader.  In 2011, Hawaii was not in the top 25 states, this year Hawaii beat states like California, New York, Utah and Texas with large budgets and staff to dedicate to their portals.  BOW is the seventh award that the portal has won this year.

As the year is coming to an end, HIC is in the final dash to complete the year-end changes for the MEF and eFile tax services.  We are finishing up the medical marijuana patient registry and new vital records ordering system.  We will also be at the upcoming Digital Summit presenting of the services and improvements we have done in cooperation with OIMT and ICSD.  The portal is also moving forward on multiple services with our county partners on Kauai, Maui and Oahu.  The AHC Annual Report is included in this month's meeting packet which includes information on all of our services and cost avoidance for our partners.

Best of Web Award

The State of Hawaii’s web portal (Hawaii.gov) has been named this year’s “Best of the Web” state portal by the Center for Digital Government (CDG) 2014 Best of the Web (BOW) and Digital Government Achievement Awards, which recognize the best of all government websites across the country.

Best of Government Website Award

Hawaii.gov was named the “Best Government Website” Monday as part of the Web Marketing Association’s 2014 Web Awards.  The awards looked at more than 1,500 entries from 40 countries in 96 different categories and judged on things like design, ease of use, innovation and use of technology.

Member’s Choice Award

The National Association of Government Web Professionals (NAGW), announced its annual Pinnacle Awards winners with Hawaii.gov taking home the Members’ Choice award in the State/NGO category.

Davey Awards

2014 Davey Awards have been announced and the State of Hawaii is the winner of a Silver Award for its innovative Web development work on the official website of the Aloha State, Hawaii.gov.  With nearly 4,000 entries from across the US and around the world, it is truly an honor to receive such a prestigious award.

Vital Records Ordering and Tracking System (Beta-Internal access only)

The new vital recording ordering system is scheduled to launch in January with the ability to track individual’s orders with an upgraded look and feel and technology.  It will also help to transform the internal DOH flow for the ordering and issuance process for mailing and counter services. 

Honolulu City Council

HIC launched our first project with the Honolulu City Council in September.  It is the new Absentee Ballot delivery system.  The new system enabled absentee voters to access the accurate ballot and waiver for their registered polling place at any time.  It reduces transit time and costs to send the ballots and reduce labor associated with sending the notifications by over 75%.  https://avb.ehawaii.gov

Appendix C: Web Analytics Terms

 

  • Hit - A request for a file from the web server. Available only in log analysis. The number of hits received by a website is frequently cited to assert its popularity, but this number is extremely misleading and dramatically over-estimates popularity. A single web-page typically consists of multiple (often dozens) of discreet files, each of which is counted as a hit as the page is downloaded, so the number of hits is really an arbitrary number more reflective of the complexity of individual pages on the website than the website's actual popularity. The total number of visitors or page views provides a more realistic and accurate assessment of popularity.
  • Page View - A request for a file whose type is defined as a page in log analysis. An occurrence of the script being run in page tagging. In log analysis, a single page view generates multiple hits as all the resources required to view the page (images, .js and .css files) are also requested from the web server.
  • Visit / Session - A series of requests from the same uniquely identified client with a set timeout. A visit is expected to contain multiple hits (in log analysis) and page views.
  • Visitor / Unique Visitor - The uniquely identified client generating requests on the web server (log analysis) or viewing pages (page tagging). A visitor can make multiple visits.
