Executive Summary

Over the last three months the portal has been busy supporting multiple services.  We have 44 services in the design, development or testing phases.  Since September 2015, we have launched nine new services, websites or major upgrades to include a public module for the Professional Fundraiser Registration System for the Tax and Charities Division of the Department of the Attorney General. The Hawaii State portal (hawaii.gov) also won two awards in September: the W3 Gold Award for Government Websites and the Government Standard of Excellence Award by the Web Marketing Association. 

The portal continues to meet weekly with the Portal Program Manager to provide ongoing project status and discuss potential new opportunities with the state. We are extremely excited to be working in our 15th year as Hawaii's Internet Portal Provider and look forward to continuing to work with our county and state partners for three more years with our contract renewal.

Outreach Activity

Reminders

The portal sends reminders, postcards and other notices on behalf of many of our partners.  These include U.S. postal mail, email, and text messaging. 

In December 2014, we launched a new notification service called MyBusiness Alerts. This service replaces and automates the manual process of sending email reminder notifications to business users when it is time to file the annual report with DCCA BREG. This service also added text message notifications and business monitoring alerts.

Highlights

AG Tax & Charities Division Professional Fundraiser Public Directory Released

The Tax and Charities Division of the Department of the Attorney General launched a public directory of the Professional Fundraiser Registration System (https://ag.ehawaii.gov/fundraiser) on September 23, 2015. The public directory allows the public to search for and view registration information regarding professional fundraising counsels and solicitors registered with the State of Hawaii.

DLNR DOFAW Training Session for New Trails System

On November 12, 2015, HIC welcomed 14 partners from the Division of Forestry and Wildlife Na Ala Hele Trail and Access Program to the HIC offices to conduct training for the new, mobile friendly Na Ala Hele Trail and Access System scheduled to launch in the upcoming months. This was the first time all of the Trails Specialists were able to see the new system, as HIC has been working primarily with the Trails Specialist on Oahu. The new system was received well by all attendees.

First Collaboration with HIC and Portal Program Manager on the DLNR DSP Special Use Permits System 

The DLNR Special Use Permits System is the first service the Portal Program Manager, Derek Ichiyama, identified as a good candidate for the Portal Manager contract. Derek set up the initial meetings and was involved throughout the entire SOW process. This system provides an electronic means for individuals to apply for and obtain special use permits for state park reserves. The Special Use Permit System had a tight timeframe (two months) and will be available for vehicle access permits for Ka‘ena Point State Park Reserve when launched on December 1, 2015. 

2016 Lanai Axis Deer Hunt Application System Results in Increased Online Adoption

The Division of Forestry and Wildlife, Department of Land and Natural Resources launched the 2016 Lanai Axis Deer game mammal lottery hunt applications on October 19, 2015 (https://hunthawaii.ehawaii.gov). The application period was open to the public until November 20, 2015. This is the first game mammal hunt lottery application cycle that allowed for DOFAW to charge an application fee to the applicants. Approximately 40% of the applications were submitted online by the public user from their own device, compared to only 16% submitted by the public online during the previous game mammal hunt lottery. The new system projects to save DOFAW staff at least three to four weeks of time previously required to manually enter paper applications, generate reports and prepare for the lottery.

  • The Department of Budget and Finance launched the Employer-Union Health Benefits Trust Fund (http://eutf.hawaii.gov) website on October 1, 2015.
  • The Hawaii Health System Corporation launched the Leahi Hospital Site (http://leahi.hhsc.org) on October 6, 2015.
  • The Hawaii Health System Corporation launched the Maluhia Hospital Site (http://maluhia.hhsc.org) on October 6, 2015.
  • The Office Enterprise Technology Services launched the Governor David Y. Ige's Site (http://governor.hawaii.gov) on October 9, 2015.

Appendix C: Web Analytics Terms

 

  • Hit - A request for a file from the web server. Available only in log analysis. The number of hits received by a website is frequently cited to assert its popularity, but this number is extremely misleading and dramatically over-estimates popularity. A single web-page typically consists of multiple (often dozens) of discreet files, each of which is counted as a hit as the page is downloaded, so the number of hits is really an arbitrary number more reflective of the complexity of individual pages on the website than the website's actual popularity. The total number of visitors or page views provides a more realistic and accurate assessment of popularity.
  • Page View - A request for a file whose type is defined as a page in log analysis. An occurrence of the script being run in page tagging. In log analysis, a single page view generates multiple hits as all the resources required to view the page (images, .js and .css files) are also requested from the web server.
  • Visit / Session - A series of requests from the same uniquely identified client with a set timeout. A visit is expected to contain multiple hits (in log analysis) and page views.
  • Visitor / Unique Visitor - The uniquely identified client generating requests on the web server (log analysis) or viewing pages (page tagging). A visitor can make multiple visits.
